How Tax Administration in India Has Evolved
Before 1991, India's tax system operated within a highly regulated economy, with a complex, high-rate structure and extensive exemptions that made compliance both burdensome and, in many cases, difficult to enforce consistently across taxpayers.
The 1991 liberalisation reforms triggered a broader simplification of India's tax structure through the 1990s, with progressively rationalised income tax slabs and the beginning of a shift toward a more transparent, technology-assisted tax administration.
Two reforms fundamentally reshaped compliance in the following decades: the introduction of Goods and Services Tax (GST) in 2017, which replaced a fragmented indirect tax structure of central and state levies with a single unified tax, and the progressive rollout of faceless assessment schemes starting in 2020, which removed direct taxpayer-officer interaction from scrutiny and appeals in favour of a technology-driven, jurisdiction-agnostic process.
